Spinner was a private in Company E of the 1st United States Cavalry.  Originally created as the "Regiment of Dragoons" in 1833 (later the 1st Dragoons), the regiment was redesignated as cavalry early in the Civil War.  After the war the regiment was sent west, arriving in San Francisco in January of 1866.  Prior to Spinner's death the 1st Cavalry had been involved in fighting the Apaches in Arizona.

Spinner's presence in the Angel Island Cemetery is something of a mystery to this author.  Neither Angel Island nor Alcatraz were "cavalry posts" (meaning their hilly surfaces were not suited for horses), and they did not usually have mounted units assigned to them.  Spinner may have been a recruit on his way to join the regiment when he died, however his being listed with the rank of private and a unit argue against this conclusion.   The only other member of the 1st Cavalry to be interred on Angel Island was Recruit Robert Wallace (E369).
